Intensive efforts were made to develop a structural framework to facilitate future
mobility of student teachers and teacher trainees within Europe. The application of
the common system of credits (ECTS) and academic recognition was therefore
implemented. Organising exchange programmes between different partner institutions
is an important incentive to develop a shared understanding of the
similarities and differences between the school systems of different European
countries and to identify the key competencies a beginning teacher should possess
to function in a European context.

This volume reflects on the theoretical framework of the project. The educational
outcomes behind the project are discussed in a companion volume also
published in this series (Issues in European Education Series, N° 7).

Walter Baeten is an international relation officer at the University College
Arteveldehogeschool (Ghent, Belgium). He was the coordinator of the MOSTProject.

Julie De Ganck is a lecturer of Pedagogy and Communication at the University
College Arteveldehogeschool (Ghent, Belgium). She was the coordinator of the
Belgian team in the MOST-Project.
