De samenleving wordt agressiever en gewelddadiger. Dat wordt althans algemeen gesteld. Afnemende tolerantie en verdraagzaamheid, individualisering, ‘korte lontjes’, maar ook alcohol en drugs zouden daar de oorzaak van zijn. In dit Cahier staat de relatie geweld - politie centraal.
Enerzijds wordt ingegaan op geweld tegen de politie. Naast burgers in het algemeen zijn functionarissen die in de publieke ruimte optreden (ambulancepersoneel, brandweerlieden, toezichthouders, bus/trambestuurders, maar zeker ook de politie) immers stelselmatig het voorwerp en slachtoffer van agressie en geweld. In welke mate vallen politieambtenaren ten prooi aan gewelddadige burgers, welke interactieprocessen spelen daarbij een rol, en welke gevolgen heeft slachtofferschap van geweld voor de politieambtenaar en de uitoefening van het politieberoep?
Anderzijds besteedt dit Cahier ook aandacht aan het gebruik van geweld door de politie. In België en Nederland heeft de politie samen met het leger nog steeds het monopolie van legaal geweld. De politie staat in voor de bescherming van de burger en de handhaving van de openbare orde en veiligheid. Het gebruik van (disproportioneel) geweld kan echter ook aanleiding geven tot debat. Ernstige geweldsincidenten voeden de discussie over de oorzaken van de geweldstoename in de maatschappij en de vraag of de politie nog wel opgewassen is tegen dat geweld.
